The Next Generation Medical
Infrastructure Act
The Act on Anonymously Processed Medical Information to Contribute to Medical Research and Development (commonly known as the Next Generation Medical Infrastructure Act) is a law that processes medical information anonymously so that it cannot be identified as the patient, and utilizes it for research and development in the health and medical fields. The law was revised in 2023, and in addition to the existing “anonymously processed medical information”, it became possible to create and provide “pseudonymously processed medical information” from April 2024.
In the case of pseudonymously processed medical information, information that can identify individuals, such as names, is removed from the original health and medical data, but the deletion or alteration of clinical data is kept to a minimum. For this reason, in order to use pseudonymously processed medical information, it is necessary to be certified based on the Next Generation Medical Infrastructure Act and implement appropriate safety management measures. RIKEN has been certified by the government as a “Certified Pseudonymously Processed Medical Information User Business” under the Next Generation Medical Infrastructure Act*. By providing services to users of general health and medical information and participating facilities, the Institute will carry out business that contributes to the development of medical care in Japan, while also contributing to improving the quality and efficiency of medical care, improving convenience for patients and citizens, promoting research and development in clinical research, strengthening industrial competitiveness, and realizing a sustainable medical system.

We have established a policy to analyze the risks that may arise in the process of using pseudonymously processed medical information, and to take the necessary and appropriate measures to ensure the safe management of pseudonymously processed medical information based on the results of that analysis. We have also established a policy to ensure strict compliance with the Next Generation Medical Infrastructure Act, the Personal Information Protection Act, and other related laws and regulations, as well as internal rules, etc., that apply to the use of pseudonymously processed medical information.
